Terms and Conditions
First of all, the owner of the foreign unregistered car has to be a citizen of the Principality, with a valid residency permit. Furthermore, the respective person also has to possess a Monaco driving licence, the vehicle complying with the legal standards set by the Monegasque authorities.
However, there are special circumstances that allow one to register a car without being a resident of the country. The non-residents may thus perform this process on an annual renewable basis if they own or rent property in Monaco (and have their name on the title deeds or rental contract). A similar type of immatriculation is applied to foreigners with primary residence outside the borders of Monaco. In this situation, the car owner has to register it on the temporary Z licence plate, which has to be renewed each six months.
Conformity to the standards
In order to receive the Certificat d’Immatriculation in Monaco, a car needs to comply with a certain established set of criteria regarding the national road standards. It is through a certificate of conformity (attestation de conformité) that this premise is ensured, the document being issued by the vehicle manufacturer or their agent. The easiness with which this process is finalized depends on factors like  make, age and country of origin of the car. Modified models might complicate the proceedings. Particular Cases
Cars Imported from France
If the car is imported from France, then the owner has to fill the registration request form STC/001 (Demande d’Immatriculation d’un Vehicule), which is available for download on the Internet. By means of this document which is to be sent to Service des Titres de Circulation, you will be able to request a certificate of conformity from the car manufacturer or a certified representative. Thus, the automobile will be identified as a recognised type in Monaco or in the European Union.
A second aspect that will be taken into consideration is the one residing in the age of the car. If it is more than four years old, it will have to undergo a vehicle road-worthiness test (Côntrole Technique), which assesses vehicle identification, brakes, tyres, emission and noise levels, lights, steering and chassis condition. The evaluation is carried out by the Centre de Contrôle Technique des Véhicules de Monaco.
Once the test is passed in terms of all the requirements above, the owner needs to present the following documents in order to finalize the immatriculation process:
  • Monaco identity card or Monaco Carte de Séjour
  • Monaco driving licence
  • Proof of insurance document
  • Sales document (if the car is new)
  • Copy of the attestation de conformité
  • Volet “A” (if bought from a dealer)
  • French registration document (Carte Grise)
  • Certificat de situation (certificate non gage) (this is a form provided by the seller)
  • Certificate of road-worthiness (Côntrole technique).
All these will be included within a dossier opened by the Service des Titres de Circulation.
Cars Imported from other European Union Countries
In this case, the possessor of the vehicle has to go with its original registration document and receipt of sale to the Monegasque Services Fiscaux (tax office) in order to receive  an attestation des Services Fiscaux (fiscal certificate).

Cars Imported from a Non EU Country
This case implies that the exact same measures be taken as in the previous case, the only difference being that the owner must also provide an 846A certificate from the Monaco Customs Office (Services des Douanes) and a temporary  foreign registration document (if applicable). Cars Imported from Italy
When the car originates from Italy, here are the papers one needs to present in order to succeed in registering a car in Monaco:
  • The libretto
  • The foglio complementare
or
  • The foglio complementare annotated with cessazione di circolazione
  • Photocopy of the libretto.
Cars Imported from Germany
In this case, the support documentation includes:
  • Teil I with the box marked “Stillegung” checked with the stamp of the city concerned (or the Fahrzeugbrief, with the date and stamp in the box marked “Stillegung”)
  • Teil II (or the Fahrzeugschein with the word “Fahrzeug Stillgellegt” or “Stillegung” or “Ungultig”)
  • If the Teil I, Teil II, Fahrzeugbrief or Fharzeugschein are not stamped or marked with the appropriate words as outlined above, a document from the German consulate in Marseille certifying the lifting of the official duty or,
  • The Abmeldebescheinigung.
Seeing that the car immatriculation basically requires certain forms, it is this aspect that takes most of the time in order to carry out such a process.
